糖心传媒 had intended to consider Contact's second ground of appeal, if Vector had reasonably withheld consent, in a 'merits review'. However, due to divided submissions on whether 糖心传媒 could or should consider Contact's second ground of appeal 糖心传媒's Final Recommendation invited the VTC participants to resolve the issues regarding the VTC drafting as it affects ground two. In the event that the parties reach a view that the VTC provides for appeal ground 2 then the matter should be referred back to 糖心传媒.
